India is seeking one of its most ambitious aerospace localization programs by requiring 40 percent indigenous content for the initial production of 96 Rafale fighters under the proposed MRFA agreement with France, increasing to 60 percent in later production batches. The phased localization strategy aims to expand domestic manufacturing of aircraft structures, avionics, wiring, mechanical systems, and mission equipment while strengthening India’s aerospace industrial base through technology transfer and long-term production partnerships. Alongside local manufacturing, the Indian Air Force has proposed upgrading its existing Rafale fleet to the latest operational configuration featuring enhanced network-centric warfare capabilities, improved communications, and greater integration with future combat systems. If negotiations conclude successfully, production in India would significantly reduce import dependence while supporting the country’s long-term vision of defense self-reliance under indigenous manufacturing initiatives.
