The Netherlands is pioneering a software-first approach to military interoperability by investing in a unified command-and-control architecture capable of connecting unmanned systems from multiple manufacturers. Under a €30-million agreement with Dutch technology company Intelic, the Ministry of Defence will develop an integrated software backbone based on the NEXUS command-and-control platform. Rather than procuring individual drone platforms first and integrating them later, the Netherlands is prioritizing software interoperability from the outset, enabling aerial and ground-based unmanned systems to operate within a common operational framework regardless of manufacturer. The initiative is expected to streamline deployment, simplify operator training, accelerate procurement, and improve coordination across mixed autonomous fleets. Building on NEXUS’s operational use in Ukraine, the project represents a significant step toward software-defined military ecosystems capable of rapidly integrating emerging unmanned technologies.
