Tokyo is moving to expand its electronic warfare readiness through cooperation with Northrop Grumman, reflecting Japan’s growing focus on electromagnetic spectrum operations. The partnership is expected to cover local capability development, optimization of mission data, and advanced threat simulation tools that support detection, disruption, deception, and protection missions. The timing is significant as regional security pressures continue to rise across the Indo-Pacific. Northrop Grumman has proposed key technologies to assist Japan. One is CEESIM, a sophisticated simulator that reproduces complex combat electromagnetic environments packed with hostile and friendly signals. It helps users test and integrate EW systems in laboratories and range settings under realistic conditions. CEESIM has supported multiple electronic warfare programs for decades. The second solution is the Joint Threat Emitter, a training system that allows military personnel to practice identifying and responding to missile and artillery threats in dynamic scenarios. By combining simulation, testing, and training, the cooperation could improve Japan’s ability to operate across the full electronic warfare cycle. It also supports Tokyo’s broader strategy of strengthening self-reliant defense capabilities while maintaining close ties with US industry and allied technologies.
