Japan and the Philippines are holding exploratory discussions regarding a possible transfer of the Type 03 Chu SAM medium-range air defense system, signaling Tokyo’s potential entrance into lethal arms exports as it prepares to revise strict export rules. The talks coincide with Prime Minister Sanae Takaichi’s push to abolish the long-standing “five-category” functional restriction that has limited Japanese defense exports to non-lethal roles such as rescue, transport, patrol, and surveillance. If policy adjustments are finalized, a transfer of the Chu SAM—an operational JGSDF system designed to defend against aircraft, cruise missiles, and drones—would represent a major shift in Japan’s defense posture and expand Philippine air-defense capability amid rising tensions with China in the South and West Philippine Seas. The discussions reflect deeper Japan-Philippines security cooperation and Tokyo’s interest in playing a more active regional security role.
